Natural Hazard Mitigation Plan

The Greater Lowell region is susceptible to many types of natural hazards including floods, severe thunderstorms, winter storms, tornadoes, earthquakes, and hurricanes. The economic cost of these types of disasters can be staggering. In addition, such disasters can bring social and emotional devastation to our communities. A Hazard Mitigation Plan outlines actions that can be taken now to reduce the impact of these natural disasters when and if they occur later. Hazard mitigation breaks the costly cycle of recurrent damage and increasing reconstruction costs.

The Northern Middlesex Council of Governments recently updated the regional multi-hazard mitigation plan encompassing the communities of Billerica, Chelmsford, Dracut, Dunstable, Lowell, Pepperell, Tewksbury, Tyngsborough and Westford. This update was prepared in accordance with the federal Disaster Mitigation Act (DMA) of 2000 to mitigate potential damage from natural hazards, before it occurs, for those hazards deemed to be a threat to the region.
