Amendment 1 to the FFY 2025-2029 Transportation Improvement Program for the
Northern Middlesex Region
On December 4, 2024, the Northern Middlesex Metropolitan Planning Organization (NMMPO) voted to release the draft Federal Fiscal Year (FFY) 2025-2029 Transportation Improvement Program (TIP) Amendment 1 for public comment. The TIP is a critical federally mandated document that directs the allocation of federal transportation funding within the NMMPO region. The TIP outlines a five-year capital plan, featuring a diverse array of projects anticipated to receive federal and state aid. The current TIP is available here on our website as well as TIPs from recent years. Amendment 1 will enable funds from the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program to be programmed for FFY 2025 for the Lowell Bridge Preservation Project, and will have the net effect of increasing highway funds by $21,900,000, of which $21,400,000 are from federal sources and $500,000 are a municipal and state contribution.

Following the public comment period, the NMMPO will meet on January 22, 2025 at 2:00 PM to hear any comments received and consider endorsement of FFY2025-2029 TIP Amendment 1.

On May 22, 2024, the MPO voted to release the draft Greater Lowell Vision Zero Plan for public review and comment. The public comment period was from May 22 through June 12, 2024, with a hybrid public meeting held on June 5, 2024 to review the plan and hear public comments.
The revised draft of the Greater Lowell Vision Zero Plan will be brought back to the MPO at their July 24, 2024 meeting for evaluation and endorsement. Learn more about the Greater Lowell Vision Zero Plan here.

At their December 4, 2024 meeting the NMMPO voted to endorse Amendment 1 to the FFY 2025 Unified Planning Work Program. A summary of the proposed amendments may be viewed here.
At the May 22, 2024 NMMPO meeting the Northern Middlesex Metropolitan Planning Organization (NMMPO) voted to release the draft FFY 2025 UPWP document for a public review and comment period through June 12, 2024. The FFY 2025 UPWP was endorsed by the MPO at their June 26, 2024 meeting. The final UPWP can be viewed here. The final amended UPWP is posted to the NMCOG website.
UPWPs provide a scope of work for MPOs to achieve the regional vision outlined in Metropolitan Transportation Plans (MTPs) in addition to the ongoing planning work of identifying and prioritizing federal aid projects on the Transportation Improvement Program (TIP). The UPWP is a means to coordinate many different planning activities, in order to address transportation planning concerns through a comprehensive planning program. It supports the “3-C” Process: comprehensive, cooperative, continuing transportation planning.

On June 26, 2024, the Northern Middlesex MPO released Draft FFY 2024-2028 TIP Amendment 4 and Draft FFY 2024-2028 TIP Amendment 5 for a 21-day public review and comment period, concluding on July 17, 2024. On April 24, 2024, the Northern Middlesex MPO released Draft FFY 2024-2028 Transportation Improvement Program (TIP) Amendment 3 for a 21-day public review and comment period, concluding on May 15, 2024. On February 2, 2024, the Northern Middlesex MPO released Draft FFY 2024-2028 Transportation Improvement Program (TIP) Amendment 1 and Draft FFY 2024-2028 TIP Amendment 2 for a 21-day public review and comment period, concluding on February 23, 2024. On July 28, 2023, the Northern Middlesex MPO released Draft FFY 2023-2027 Transportation Improvement Program (TIP) Amendment 6 for a 21-day public review and comment period, concluding on August 17, 2023. The MPO reviewed comments and endorsed the amendment on August 23, 2023.
At the June 28, 2023 NMMPO meeting, Northern Middlesex MPO voted to release the draft FFY 2023-2027 Transportation Improvement Program (TIP) Amendment 5for a 21 -day public comment period.
At the April 26, 2023 NMMPO meeting, the Northern Middlesex MPO voted to release FFY 2023-2027 Transportation Improvement Program (TIP) Amendment 4 and the FFY 2024-2028 TIP for a 21-day public review and comment period, starting on April 28, 2023 and ending on May 19, 2023.
At its February 22, 2023 meeting, the Northern Middlesex MPO voted to release Draft FFY 2023-2027 Transportation Improvement Program (TIP) Amendment 3 for a 21-day public review and comment period, ending on March 17, 2023.
