  • Opportunity for comments from community stakeholders and the public

3. APPROVAL OF THE MAY 28, 2025, NMMPO MEETING MINUTES (Vote required)

4. FFY2025-2029 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) (Vote required)

  • Amendment #4: Yankee Doodle Bike Path

  • View the summary of Amendment #4

  • MPO staff will provide an overview of the TIP amendment, which is necessary to address cost increases to project 608227 (Billerica-Yankee Doodle Bike Path Construction (Phase 1). Action item to release for 21-day public comment period and conditionally approve the amendment pending no adverse comments received.

5. FFY2025 UNIFIED PLANNING WORK PROGRAM (Vote required)

  • MPO staff share comments received during the public comment period for Amendment #4 to the FFY2025 UPWP, which includes a budget amendment to reallocate PL funds across tasks and split the Greater Lowell Bicycle and Pedestrian Plan project funding across two fiscal years. Action item to endorse.

6. FFY2026 UNIFIED PLANNING WORK PROGRAM (Vote required)

  • MPO staff will present comments received during the public comment period for the draft FFY2026 UPWP. Action item to endorse.

7. FEDERAL SURFACE TRANSPORTATION REAUTHORIZATION (Vote required)

  • Discussion of NMCOG draft letter to Greater Lowell federal delegation regarding recommendations as they draft the next surface transportation reauthorization bill. Action item to endorse.

8. TIP PROJECT REVIEW STUDY

  • MPO staff will present the TIP Project Review Study, which assesses the post-construction impact of Project 608344—Route 129 & Riverneck Road in Chelmsford.

9. PROCESS FOR NEW NMMPO MEMBERS

  • MPO staff will lay out the process for accepting new members to the NMMPO as described in the 2025 NMMPO MOU, endorsed in March of this year. New members will be seated in September, 2025.

10. GREATER LOWELL BICYCLE & PEDESTRIAN PLAN

  • Staff will provide an update on upcoming engagement opportunities – regionwide survey, pop-up engagement events, and the July 8 public meeting – and ask MPO members for assistance in promoting these opportunities.

11. STATUS REPORT ON TRANSPORTATION IMPROVEMENT PROGRAM (TIP) PROJECTS UNDER DESIGN & CONSTRUCTION

The meeting will include the following activities and presentations:

    • A PowerPoint presentation of all agenda items, summarizing key findings, presentation materials, charts, and maps as relate to the agenda.

    • A verbal presentation of each agenda item by MPO Board members, MPO staff, or invited guests.

  2. Public Comment Opportunity:

    • Participants will have the opportunity to provide input at the beginning of the meeting during the public comment period, and potentially during individual agenda items as facilitated by the meeting chair.

  3. Technology Used:

    • Presentations will include the use of the Zoom platform for remote participation with live captions interpreted by voice recognition software.

    • Participants may call in to participate via voice by calling

    • Materials will be projected on screens, with alternative formats available upon request (e.g., large print or electronic formats).

Language Access and Accessibility
The NMMPO is committed to providing accommodations to ensure full participation in the planning process.

  • Translation and Interpretation Services:
    Materials will be available in the NMMPO safe harbor languages (Spanish, Portuguese, Vietnamese, Khmer, Chinese, Arabic, and Gujarati) upon request, and interpretation services will be provided in Spanish, Portuguese, Vietnamese, Khmer, Chinese, Arabic, and Gujarati upon request.

    Please note that even though this meeting has a virtual option and there will not be a need to be physically present, NMCOG is accessible to persons with disabilities and by public transportation via fixed route bus service and commuter rail.
